when do "staff vetos" go too far?

recently i commented on the staff veto of the Pride Celebration Act (if my memory serves me right), now they have hit the Willow Revivification Act, and the RTRAA. for those who dont know, the RTRAA was a act meant to grant towns more independence and autonomy, the Willow Revivification Act was supposed to grant Willow a official LGU, which was also veto'd. Acoording to the staff veto wiki, staff and/or owner vetos are reserved for "Benefiting the server", but these two were ordinary legislation, and had good reasons. why was it affected if it didnt seem to affect the server in barely any way? when does staff go too far, when will we draw the line against them?
